FOCUS ON ENERGY® Can Help with Benchmarking Requirements
The next City of Madison Building Energy Savings Program benchmarking compliance deadline is approaching. For non-residential commercial buildings 50,000 square feet and larger, customers are required to submit annual energy benchmarking by June 30, 2025.

The City's Building Energy Savings Program was adopted in March 2023 to improve energy efficiency in large commercial buildings through energy benchmarking and tune-ups. The program is being phased in over time based on building size.
Focus on Energy, MGE’s partner in energy efficiency, can help property owners comply with these requirements through incentives available to qualifying customers.
Practical Energy Management
To help your business establish benchmark energy use, set goals and identify efficiency improvements, Focus on Energy provides resources through Practical Energy Management (PEM). An Energy Advisor can assist you through the six-step process to help manage your energy usage. PEM is available to commercial, small and midsize industrial, school and government customers. To be eligible for PEM, customers must have a minimum annual utility cost of $15,000.
Focus on Energy Incentive Requirements
These incentives require the use of existing benchmarking software or the use of:
- ENERGY STAR® PORTFOLIO MANAGER®.
- American Society for Health Care Engineering (ASHE™) Energy to Care Dashboard.
- Other software capable of inputting monthly utility usage, tracking energy-saving projects and computing site energy intensity as approved by Focus on Energy.
Applicants also must attend a one-hour PEM training conducted by your Energy Advisor. Once you’ve completed the training, you will enter your monthly utility usage into benchmarking software to qualify for an incentive of $200 per month for a maximum of six months within a 12-month time frame. Business customers can receive up to $1,200 per facility for consistent energy monitoring.
